Batman: Guardian Of The Night Vol. 1 #22

Fear State continues as The Scarecrow turns on his partner Simon Saint and weaponises Peacekeeper-01, driving him insane with a massive dose of Fear Toxin and then unleashing him on Gotham City. Batman has also been infected and he turns to his old friend and rival, Ghost-Maker to help him overcome any subliminal programming Scarecrow may have planted in his subconscious. Things are looking decidedly grim for Gotham City.
